Why cesar millan created the funny muzzle

A muzzle can be a useful tool in the process of rehabilitating and socializing an aggressive dog, but traditional muzzles have one enormous drawback: they make people afraid of the dog. This negative energy from people in turn makes the dog more anxious and confused, and therefore more aggressive.
